บริเวณจังหวัด ชลบุรีในปัจจุบันนี้ สันนิษฐานว่ามีชุมชนอยู่อาศัยมาตั้งแต่ยุคทวารวดี โดยมีเมืองพระรถตั้งอยู่ในบริเวณที่เป็นตำบลหน้าพระธาตุ อำเภอพนัสนิคม ในปัจจุบัน เป็นเมืองศูนย์กลางการคมนาคมของท้องถิ่นในขณะนั้น เนื่องจากที่ตั้งของเมืองมีลำน้ำสายต่างๆ หลายสาย จึงสามารถเดินทางทางน้ำไปยังชุมชนอื่นๆ เช่น เมืองศรีมโหสถ ในจังหวัดปราจีนบุรี หรือไปจนถึงอรัญประเทศได้ นอกจากนี้ยังมีเส้นทางเดินเท้าผ่านเมืองพญาเร่ ซึ่งเป็นเมืองโบราณที่สำคัญอีกเมืองหนึ่งในพื้นที่ ไปจนถึงเมืองระยองและจันทบุรีด้วย

ต่อมาในสมัยสุโขทัย ชุมชนบริเวณปากแม่น้ำบางปะกงได้พัฒนาขึ้นเป็นเมืองชื่อ “ศรีพโล” เป็นเมืองท่าชายทะเลที่มีเรือสำเภาต่างชาติ ทั้งจากจีน เวียดนาม และกัมพูชา นิยมมาจอดพักสินค้าก่อนเดินทางต่อไปยังปากแม่น้ำเจ้าพระยา และจอดพักก่อนกลับหรือข้ามอ่าวไทยไปทางใต้ ดังปรากฏว่ายังคงมีลูกหลานชาวจีนอาศัยอยู่ทั่วไปในเมืองชลบุรีจำนวนมากในทุก วันนี้ และจัดเป็นชุมชนชาวจีนที่ใหญ่ที่สุดในภาคตะวันออก ส่วนกำแพงเมืองศรีพโลนั้นถูกทำลายไปในช่วงการก่อสร้างถนนสุขุมวิท หลักฐานทางโบราณคดีในพื้นที่จึงคงเหลืออยู่น้อยมากในปัจจุบัน

ถึง สมัยกรุงศรีอยุธยาตอนต้น เมืองศรีพโลหมดความสำคัญลงเพราะอ่าวที่เคยเป็นฝั่งทะเลลึกตื้นเขิน เนื่องจากการทับถมของตะกอนแม่น้ำเจ้าพระยา ชุมชนเมืองจึงค่อยๆ เคลื่อนย้ายลงมาทางใต้ และมาสร้างเป็นเมืองแห่งใหม่ที่บริเวณตำบลบางปลาสร้อย (เป็นที่ตั้งของเมืองชลบุรีในปัจจุบัน) ซึ่งมีสภาพชายทะเลและทำเลจอดเรือที่ดีกว่า

ในสมัยพระบาทสมเด็จพระ นั่งเกล้าเจ้าอยู่หัว รัชกาลที่ 3 พระอินทอาษา ชาวนครเวียงจันทน์ ได้พาชาวลาวจำนวนหนึ่งมาขอพึ่งพระบรมโพธิสมภาร จึงโปรดเกล้าฯ ให้ชาวลาวเหล่านั้นไปอาศัยอยู่ในพื้นที่ระหว่างเมืองชลบุรีกับฉะเชิงเทรา และต่อมาได้จัดตั้งชุมชนขึ้นเป็นเมืองพนัสนิคม จนกระทั่งในสมัยรัชกาลที่ 5 เมืองพนัสนิคมและเมืองบางละมุงถูกยุบเป็นอำเภอ ขึ้นตรงต่อเมืองชลบุรี และเป็นอำเภอหนึ่งของจังหวัดชลบุรีมานับแต่นั้น

จังหวัดชลบุรีแบ่ง เขตการปกครองออกเป็น 10 อำเภอ และ 1 กิ่งอำเภอ ได้แก่ อำเภอเมืองชลบุรี อำเภอหนองใหญ่ อำเภอพนัสนิคม อำเภอบ้านบึง อำเภอพานทอง อำเภอบ่อทอง อำเภอศรีราชา อำเภอบางละมุง อำเภอสัตหีบ อำเภอเกาะสีชัง และกิ่งอำเภอเกาะจันทร์ ส่วนพัทยานั้นอยู่ภายใต้การบริหารปกครองท้องถิ่นแบบพิเศษ เรียกว่า เมืองพัทยา โดยแยกออกจากการปกครองของอำเภอบางละมุง


เขา ชีจรรย์เปิดให้เข้าชมได้ตั้งแต่เวลา 06.00-18.00 น. นักท่องเที่ยวควรแต่งกายสุภาพ งดส่งเสียงดัง ปฏิบัติตามข้อบังคับอย่างเคร่งครัด และไม่ควรเข้าใกล้องค์พระเกินกว่าที่กำหนด เพราะอาจเกิดอันตรายจากหินที่อาจร่วงหล่นลงมาได้

เรือ หลวงจักรีนฤเบศรที่ฐานทัพเรือสัตหีบเปิดให้เยี่ยมชมเฉพาะคนไทย ตั้งแต่เวลา 09.00–17.00 น. โดยไม่เสียค่าใช้จ่าย และผู้เข้าชมต้องแต่งกายสุภาพ งดสูบบุหรี่ ห้ามนำกระเป๋าสัมภาระ อาหาร เครื่องดื่ม สัตว์เลี้ยง กล้องวิดีโอ รวมทั้งห้ามพกอาวุธและวัตถุอันตรายขึ้นบนเรือโดยเด็ดขาด
